The honeymoon between the Nigeria Labour Congress (NLC) and the Ondo State Governor Olusegun Mimiko appears to be over as the NLC on Tuesday accused the governor of associating with those it called “anti-democratic forces” in the country.

The congress said Mimiko’s role in the unending impasse at the Nigerian Governors Forum is shameful noting that his conducts show that the governor now identifies more with agents of destabilization.
NLC Vice President Comrade Issa Aremu, in a statement on Tuesday, said the founders of the Labour Party had been terribly embarrassed by Mimiko’s role in the recent chairmanship election of the Nigeria Governors Forum chairman and the eventual factions that emerged.

The statement read, “Labour Party members are therefore shocked that Governor Mimiko who just emerged from a similar free and fair election based on secret ballot would be party to an unacceptable disputation of a simple majority election by 36 governors. Labour Party’s Governor of Ondo State, Governor Olusegun Mimiko must urgently refill his democratic account which has suffered huge deficit by his uncritical association with governors who have no respect for simple majority outcomes.

“The NEC of the Labour Party held on the 11th of April. One of the key resolutions of the NEC was commitment to ideologically driven politics, unity and indivisibility of Nigeria. NGF is a pan-Nigerian forum. Any attempt to undermine the Forum through anti-democratic posturing further stresses the Federation at this critical period of national security challenges.

“Labour Party cannot and should not be enlisted on the side of reactionary personality conflict that unnecessarily itomises the nation. LP is expected as a progressive party to constructively encourage President Goodluck Jonathan to act at all times as a statesman who should be above partisanship, look at the bigger picture of the nation and not marginal preoccupation of some partisan governors. The President came in through pan-Nigerian mandate, he should not be pushed to the politics of the margins”.

“We should encourage the President along this path of respect for democratic outcomes and not diminish the President from statesmanship to crude partisanship. Certainly an LP governor should not be party to anything less than democracy and statesmanship. It is never late for Governor Mimiko to redeem himself and the LP. At best he must respect the outcome of the NGF election just as the world respected the outcomes of our party’s election in Ondo state.”

Governor Rauf Aregbesola disclosed this while turning the sod of the project, which includes an interchange bridge at the Gbongan intersection on Ife-Ibadan road.

A statement by the Head, Bureau of Communication and Strategy, Mr. Semiu Okanlawon, on Monday, said the road would be completed in 18 months.

The statement also explained that the contractor handling the project, Ratcon Construction Company, had agreed to finance the road on behalf of the state government.

It said the agreement on the repayment plan was 38 months, adding that the government would mobilise the contractor with 15 per cent of the contract cost.

The statement quoted the governor as saying that the 15 per cent mobilisation fee for the contract would be paid by the government in two installments.

“May I urge RATCON, the construction company, to adhere strictly to the specifications given to it for the construction of the road and the bridges. You must ensure that you do not for any reason compromise on the principle of best practice in getting the work done – and unfailingly within the specified period,” the statement said.

Mike Abiola, Editor in Chief of African Voice reports on his visit to the State of Osun in Nigeria to witness the official launch of Opon Imo, a tablet of knowledge.

Education is a critical tool for development, yet most leaders in Africa ignore this fact and instead squander resources on white elephant projects with no direct bearing on human capacity building.

Osun, a state in the southwest of Nigeria is one of the beneficiary territories of the free education scheme of late sage, Chief Obafemi Awolowo. But over the years, education has not enjoyed such pronged focus from previous administration. So, when an administration comes in with a determination to revolutionise education, it is imminent that the region is again about to witness another historic achievement reminiscent of the Awolowo days.

The launch of (Opon Imo), tablet of knowledge is aimed at creating world class learning conditions for the next generation. The official launch proved to every doubting Thomas that it is, indeed, possible to equip students with this powerful, educational tool.

My visit afforded me the opportunity to travel by road to the venue of the launch in Ilesha via Gbongan – Ife Road and back to Osogbo. The trip allowed me time to interact with the people of the state who are the direct beneficiaries of the innovative policy. Everywhere, across the state, the impact of governance is being felt. The governor of the State of Osun, Ogbeni Rauf Aregbesola is seen as a God-sent at this period in the life of the state in view of his approach to administration and the public value of the dimension of projects he is embarking on.

The Aregbesola led government is embarking on several projects geared towards capturing the hearts, needs, and empowering the minds of the young ones. Opon Imo is just one of such developmental projects.
Ogbeni Aregbesola’s purposeful, passionate and focused committment on development through education is targeted at the youths. The strategy in ‘catching them young’, and preparing them as responsible leaders of tomorrow will account, in part, for the reason his administration is revamping and giving a massive boost to the education sector.

The administration’s commitment to raise the living standards of the people and through education has been a priority. And through the instrument of an education summit to crystallise the agenda, it has clearly been demonstrated that the state is determined to attain achievement of the Millennium Development Goals.

Highlights of the steps taken include the construction of state-of-the-art schools with modern facilities, free uniforms, elementary school free meals, payment of registration fee and WASC examinations, bursary, scholarship awards and, now, the e-learning project.

The concerns of many Africans, Nigerians, and indigenes of Osun state in the diaspora asking why challenges facing the continent cannot be tackled by educational empowerment of the people as a means is being answered. It is therefore noteworthy to witness the developmental agenda of Osun state of in enriching lives positively, and prescribed for replication by every serious- minded leader in Nigeria and Africa as a whole to lift the people out of degradation and poverty.

The almost three-year old administration of the governor rendered, on his first 100 days in office, employment of 20,000 youths through the Youth Empowerment Scheme, OYES and a further 20,000 employed in the second year. This is a record – breaking initiative among government in Nigeria. With the introduction of calisthenics into schools, the state is grooming a generation of physically robust and mentally sound students for leadership.

Ogbeni Rauf Aregbesola brought into Osun state governance a revolutionary step in the teaching methodology of delivering education using technology as a veritable tool to impact on the peoples’ aspirations and learning processes.

It is instructive for purposeful and visionary leadership in Africa to inculcate technology to drive development. Governor Rauf Aregbesola said his administration embarked on the project to build a knowledge-based society and digital-driven economy to build human capacity to gain competitive advantage.

Governor Aregbesola while addressing the gathering at the official unveiling ceremony said Africans should no longer accept the tag of a continent without hope or future, insisting that with the launch of Opon Imo, Nigeria and, indeed, the entire black continent has sent a signal of its arrival on the world stage of development.

Aregbesola said there could be little argument that Opon-Imo is a veritable tablet of knowledge that levels the learning playing fields for all students from different social backgrounds. The tablet will allow students to learn at their own pace, wherever and whenever they choose, saying that it provides robust and uniform learning content for them, offering a feedback mechanism for monitoring of their performance.

According to him, “this little device will greatly facilitate our free education policy by saving the state a lot of money that would have had to go into procuring text books on annual basis.

“The Tablet of Knowledge is a standalone e-learning tablet that provides the high school pupils with the contents required to prepare for school leaving examinations. It provides three major contents categories, textbooks, tutorials and practice questions.

According to him, among other things that make Opon Imo ground-breaking is its stand-alone customised content, which works regardless of data networks, making it suitable for developing countries with unreliable networks.

He said: “Indigenous and customised content like multimedia content that has 56 tutorials and e-textbooks covering 17 subjects, over 40,000 practice questions and answers, seven extra- curricular books. Opon Imo can track academic progress of the pupil.

“First of its kind, stand alone educational tablet, using indigenous content. It will save the state of Osun an estimated N8.4 billion ($53 million) annually in textbook procurement costs.”

The Deputy Governor of Osun State, Grace Titi Laoye-Tomori, who is also the Commissioner for Education, said the digitalisation of education in the state is a demonstration of government’s effort to revamp education. She described Aregbesola as a special gift, who is passionate about the development and progress of the state.

How is this possible in a nation without regular supply of electricity? But as African Voice probed further, one of the officials of the government and commissioner responsible for Information, Honourable Sunday Akere, said independently-powered, communal solar charging systems are installed in the schools for convenience. The device can also be powered by electricity at home with six hours of battery life. Akere said, plans are being concluded for a manufacturing plant for the Opon Imo in Osun.

Osun has proven how progressive government policies can benefit its people. Joy knew no bounds as the unveiling and handing out of Ipon Imo to students reverberated from the venue of the launch in Ilesha and throughout the state as citizens were glued to television sets to watch the official launch broadcast across the country.

Indeed, Osun is witnessing a new dawn. In the words of Nobel Laureate Prof. Wole Soyinka, “the electronic device would afford the pupils in the state the opportunity to learn faster than their counterparts in other parts of the country. Prof. Soyinka said Aregbesola has revolutionised the education sector. Osun school children have every reason to be proud and to be motivated”.

The UNESCO Director General, represented by the Country Director, Professor Hassana Alidou, said the world education and cultural organisation is ready to partner with any government like Osun, which puts education on the front burner.

“The tablet will contribute immensely to bringing about learning in the state. I will challenge the beneficiaries (students) to effectively use this powerful opportunity to extend their reading and learning capacity.
“The tablet will be for me too a life-long learning opportunity. The message that is included in the tablet is a message of a father who loves his children. It is a message that all parents would love to communicate to their children”.

In leaving the state, a feeling of pride engulfed me and was particularly glad to have witnessed history in the making. Those of us in the Diaspora should not get disillusioned with the seeming ‘rot’ in Africa but demand that purposeful leaderships with well-guided aspirations for development emerge. Rauf Aregbesola the executive Governor of Osun is one of such leaders that the continent must take a cue from.

The initiative was introduced to a gathering of civil servants, traditional rulers, and politicians.

Known as ‘Opon-imo’, Yoruba for tablet of knowledge, the device is actually a handheld tool fitted with an e-library, a virtual classroom, and an integrated test zone.

The scheme works by storing contents of prescribed textbooks, past examination questions for the last ten years, model answers to each examination question, and other materials. The scheme is to ensure equal access to prescribed textbooks by all school children; and answer to pains of parents who cannot afford all textbooks for all subjects or deal with replacements for those lost in or outside school compounds. It will also create equal access to a new information technology tool instead of the current situation where only children of middleclass families enjoy it. A corollary benefit is expected to arouse creativity in children in the vast and widening information technology highway.
The scheme appears not to have been discussed and agreed upon by all communities. The decision to buy into it was taken when the governor went into a shop in South Korea and was instantly fascinated by a cheap and versatile computer. It’s easy portability and weight is probably equivalent to children’s school bags. He may also have recalled huge sums of money expended in purchasing textbooks for implementing the free education policy across the state. One such leakage was suggested by a case involving Universal Basic Education Commission’s textbooks for schools in Niger State being illegally sold in markets in Anambra State. Prices of books are either inflated or books are not delivered at all, despite huge claims made on the state’s treasury. Various actors in the education sector become sucked into a corruption network which callously sacrifices the future of children whose parents had voted for a government that promised them change towards a better delivery of social services.

Cynics may accuse the Governor Aregbesola of latching on to yet another publicity stunt in a season of electoral rhetoric and the run-up to the next general elections. It is, however, more useful to join in a constructive consideration of a novel scheme which seeks to improve education from its critical base. At a time when various state governments have failed to collect funds from UBEC (because they cannot account for previous allocations) for supplying books, repairing leaking roofs of classrooms, purchasing or maintaining quality furniture, laboratory and sports equipment, it is noteworthy that a state government is actively involved in ensuring equity in quality access to learning material. It is also an important move because analogue’ teachers would now be encouraged to embracing a computer culture that will guarantee availability of quality lesson materials.

For too long, publishers abandoned the creative development of their industry through a parasitical dependence on earning huge amounts of money by marketing only school textbooks. This has led to the desperate practice of self-publication of poorly edited works. Accordingly, only writers who live outside Nigeria publish works of some appreciable quality. Foreign publishers and their local agents have been the biggest offenders. The Osun State initiative marks a calling of these publishers’ bluff and throwing a line of survival for Nigeria’s writers in various fields, including architecture and engineering. This is where the ‘Opon-imo’ challenge lays, encouraging local development of software to continually update the devices, at real time and on time.

Computers, even as simple as the ‘Opon-imo’, must be kept and recharged to keep them in good condition.

Hon. Najeem Salaam has commiserated with the National leader of Action Congress of Nigeria (ACN), Senator Bola Tinubu, Lagos state government and market women and men in Nigeria over the transition of Alhaja Abibat Mogaji, the Iyaloja General.

In a statement signed by his Chief Press Secretary, Mr. Goke Butika, Speaker Salaam described the death of the mother of the former governor of Lagos state as big void in the space of motherhood, commerce, and humanity; asserting that she demonstrated sufficient capacity as matriarch of her family before her departure.

He reiterated that: “Mama Abibat Mogaji was a rare matriarch who had demonstrated sufficient courage, capacity, and humanistic tendency in the administration of not only her family, but also her constituency dominated by market men and women across the country, her death has created a big vacuum in her family and calling.”

Speaker Salaam then expressed his condolence on behalf of Osun parliament to Asiwaju Bola Tinubu, praying that God will give him fortitude to bear the irreplaceable loss, contending that the indelible mark of his mother as an outstanding mother, a quintessential leader, a leading light of commerce in Yoruba land, is enough consolation.

Signed:

Goke Butikakuro
Chief Press Secretary to the Speaker
State House of Assembly of Osun

Action Congress of Nigeria, ACN, has raised a poser over the claim by the former governor of the state,Mr. Ayo Fayose that his vehicle was attacked last week by a group of suspected political thugs along Ado Ekiti -Afao Road.

The party also called on Ekiti State police command to invite the former governor to explain the veracity or otherwise of his claim

The former governor, through a press statement by his campaign organisation gave detail of how the alleged attack was carried out.

The ACN, however, faulted Fayose’s claim, describing it as suspicious. The party maintained that the present administration in the state had invested hugely in security, thereby making the state one of the safest in the country. It therefore called on the police authorities in the state to invite Mr. Fayose to substantiate the assassination claims with a view to allowing them carry out a proper investigation into the matter.

The party in a statement signed by its Publicity Secretary, Mr. Tunde Adeleke, wondered why Fayose did not report the alleged attack to the police authorities in the state, instead of going to the press.

“One would have thought that the most reasonable thing to do would be for Fayose to report the alleged attack to the police for necessary investigation. The Police authorities in the state have said it was not aware of any attack since no report was made. We therefore urge the police to invite the former governor to substantiate the claim in order to help them carry out a proper investigation,” the statement said.

The ACN added that a thorough investigation into the claim becomes even more imperative giving the fact that the present administration takes the security of life and property of every citizen seriously, a development which it said had reduced violence and insecurity in the state to the barest minimum.

Conventional wisdom can attest that the educated population of the society is predisposed to fulfillment, and a better understanding of the world.

Despite the compelling need to raise a new generation of ICT driven graduates, Nigerian leaders still pay no attention to the complete makeover of the schools’ curriculum.

When they pretend they pay attention, it is too little to make any impact and that why the country has continued to produce semi educated school leavers.

It is unfortunate that in this modern age, most Nigerian graduates still leave institutions of higher learning without even touching a
computer, leaving them without requisite skills to integrate into the ICT driven business environment.

This is the sorry state of the school system in the country where the overall ingredients needed to galvanise Nigeria’s beleaguered economy is in short supply.

From the high cost price of computer hardware and software to apathy and to lack of concerted investment in information technology training, Nigerian graduates have remained inferior to their counterparts’ elsewhere.

But in Osun State, a sweeping revolution is taking place. It is the state’s Ópon Imo’, a digital tablet of knowledge borne out of the need to develop an efficient knowledge economy and the state’s desire to build knowledge based society.

It is best social contract yet by any state government in Nigeria and one that sits at the core of societal regeneration.

Apart from saving Osun state some N8.4 billion annually on conventional books; ‘Opon Imo’ affords students, easy access to
knowledge necessary for brilliant performances in various examinations.

The tablet is preloaded with lesson notes in 17 subjects offered by students in the West African Senior School Certificate Examination (WASSCE), National Examination Council (NECO), and Senior School Certificate in Education (SSCE).

It also contains six extra-curricular subjects, including sexuality education, Yoruba history and Yoruba traditional religion.
Interestingly, there are over 40,000 past examination questions spanning a period of 10 years for private simulation practice, are all
embedded in the digital tablet.

Apart from the e-text books that are embedded in the tablet, it also has 51 video tutorials installed as study aid.

We congratulate Rauf Aregbesola led government in the state for being the first Nigerian leader to pay serious attention to the complete makeover of the educational system.

The state must not rest on its oars; it must go a step further to ensure that the wonder tablets are distributed to every student in the state.

The managers of the project must also ensure that beneficiaries return the tablets after use so that others can benefit too.

Importantly, the state along with ‘Ipon Imo’ should build a functional and qualitative education of the highest possible standards at basic, post-basic and tertiary levels.

We urge other governors and indeed the federal government to pay more attention to the creation of knowledge driven economy.

ADDRESS DELIVERED BY THE GOVERNOR OF THE STATE OF OSUN, OGBENI RAUF AREGBESOLA, AT THE OFFICIAL TAKE-OFF OF THE CONSTRUCTION OF THE OMOLUABI MOTORWAY AND THE CHIEF ABDULKAREEM ADEBISI AKANDE TRUMPET INTERCHANGE BRIDGE, HELD AT RATCON YARD, GBONGAN, ON SATURDAY JUNE 15, 2013

Protocols,

YET ANOTHER GIANT STEP

I am very warmly pleased to welcome you all to this momentous occasion, which is the official take-off of the redevelopment of the old Gbongan-Akoda Road to a new 30km superhighway and the construction of a trumpet interchange bridge at the inter-section of the road with the Ibadan-Ife Expressway. While the superhighway will be called Omoluabi Motorway, the Interchange fly-over is named after one of our most revered and prudent leaders, Chief Abdulkareem Adebisi Akande, who was governor here between 1999 and 2003 and a worthy and an inspiring leader of our party and political tendency, now.

By naming the bridge after Chief Akande, we are eloquently expressing our acknowledgement of his remarkable service to the state as an efficient and judicious manager of human and material resources and the motivating leadership he currently gives our party. And in awarding the contract a few months ago, we yet again affirmed the popular perception that our Administration genuinely feels the pulse of the people and is unreservedly proactive in attending to their legitimate needs.

The reason for which we are gathered here today qualifies fittingly as another significant step in our journey towards a more prosperous socio-economic living for the people of the State of Osun. Even more, it is a fulfilment of our campaign promise as unequivocally enunciated in our Six-Point Integral Action Plan.

Since our assumption of office, our Administration has been giving serious attention to the development of road infrastructure across cities and towns in the State. It is on record that the heights we have attained in two years in the area of road infrastructure dwarf what the last PDP administration achieved in 90 months. Its record of constructing 553 kilometres of roads within this period pales into insignificance when compared with the 513 kilometres of high quality roads we concluded in 24 months.

We have since moved on and are working furiously but silently to improve the condition of the roads in our state. Within the shortest possible time, our state will boast of the best road networks in the country.

Good roads are critical to the modern state. Physical transportation of human and materials is primarily by road here, although we are also exploring and investing in other avenues like the rails. Bad roads regrettably are responsible for a lot of road accidents that claim lives and leave hitherto able-bodied individuals permanently incapacitated, an avoidable depletion of our valuable human resources. Bad roads also have health cost, besides the possibility of road accidents. People are loath to travel on bad roads because of the possible challenge to their health after the trip. Good roads on the other hand will enhance economic and social activities, bring down the cost of goods and services and reduce wear and tear on vehicles. Bad roads make our cities and the environment look ugly while good roads on the other hand improve the aesthetics of our cities, towns and villages.
Our assault on bad roads therefore is massive. At the state level, work is ongoing at different road projects and at varying stages of completion.

These are: rehabilitation of 21 Osogbo township roads, rehabilitation of 15 Ilesa township roads, rehabilitation of 14 Ede township roads by direct labour, 20 intercity roads totaling 319 kilometres, 13 intra-city roads totaling 79.46 kilometres, rehabilitation of select roads in six zones totaling 74.1 kilometres, eight roads inherited from past administration totaling 144.29 kilometres, dualisation of Osogbo-Kwara boundary road totaling 43.37 kilometres and dualisation of Gbongan-Orileowu-Ijebu Igbo Road.

In January, we commenced the construction of 218 kilometres Local Government roads spread across all the local governments in the state and one Area Office. This is of high quality engineering with 50 mm asphalt on stone base with concrete drainage where it is necessary, a far cry from the old practice of cheap macadam overlay on weakly compacted earth and poor drainage provision. Ours are roads designed to endure for long. We are known for quality and we will do no less in Osun.

Moreover, in line with the unprecedented development we are engendering in the agricultural sector, we have recorded tremendous progress in creating access to our rural areas through quality road construction. And this is a big relief to our farmers who now find it much easier to transport their farm produce in large quantities to urban markets. For this, we have not only been lauded by the World Bank for leading the three other states in the Rural Access Mobility Programme (RAMP), Osun has equally been selected among four states to participate in RAMP II. This provides the state the chance to access about USD79 million (N12.64 billion) World Bank/AFD credit on RAMP II. Our prudent management of the little we have is surely not passing unnoticed.

The construction of the Omoluabi Motorway and the AbdulKareem Adebisi Akande Interchange Bridge are very important for the advancement of the socio-economic interests of the people of the state. The two projects when completed will also improve the safety and comfort of both motorists and pedestrians. The bridge and the road will be constructed and designed with quality materials that will enable them last for more than 30 years.

The Bisi Akande Trumpet Interchange Bridge at Gbongan Junction will complement additional four pedestrian bridges along the Motorway. The Omoluabi Motorway will be constructed with two layers of asphaltic surface with 60mm and 40mm thickness. There will be reinforced concrete side drains, culverts and ditches, reinforced retaining walls, engaging artworks, landscaping, road markings and signs, and streetlights. What will emerge from these are standard infrastructure befitting of a truly modern state and more importantly the good people of the State of Osun; Ipinle Omoluabi.

As we have concluded with the construction company in charge, the projects are to be completed within 18 months. The total cost of the projects is N29.23 billion. The contractor has agreed to finance the road works on behalf of the State Government. The agreement on the repayment plan is 38 months. The State Government is mobilising the contractor handling the work with 15 per cent of the contract cost. This will be paid in two installments.
May I urge RATCON, the construction company, to adhere strictly to the specifications given to it for the construction of the road and the bridges. You must ensure that you do not for any reason compromise on the principle of best practice in getting the work done – and unfailingly within the specified period. I would like to also appeal to users of the road and dwellers of the area where works will start to kindly bear the inconveniences that they may experience. Please note that your bearing with the temporary troubles you may have to go through as works begin and progress on the road will be an encouraging way of supporting the great efforts this government is making to improve the condition of living in the state for all categories of people. As you continue to show support, you can fully be rest assured that we are totally committed to significantly improving your welfare.

As seen from the 3-D computer animation display, this project is an architectural masterpiece, a clear statement to the world that we have taste, even in our unedifying material condition.

What we are doing, from OYES to Opon Imo and Osunwon Omoluabi, including the massive road construction projects and commitment to unprecedented massive food production through injection of huge credits; over N2billion to various categories of farmers’ cooperatives, farm inputs and modern techniques, educational reforms; geometric increase in running grants to all public schools, free nutritious meals for our 254,000 elementary school pupils, a programme that in itself encompasses the six-point integral action plan, generating employment, over 3000 female caterers are engaged, farm produce are consumed; 254,000 eggs per week, 15,000 whole chicken per week, 35 heads of cattle per week and 400 tonnes of fish per week. The impact on the economy is great. These have been uproariously commended even far beyond these shores. Beyond mere commendations, our pro-people approach to governance has earned us the scientific endorsement of the National Bureau of Statistics as the best managed state in Nigeria. On poverty index, we are second to Niger State as the States with the lowest poverty index; we are first on un-employment index with 3 per cent un-employment index in a nation with 29.7 per cent average. It will take mental and spiritual blindness not to see these things. I am urging our detractors to come out of their shells and self imposed spiritual darkness into the light, that they may see great and wondrous things going on around them.

Once again, I should like to express my gratitude to you all for your unwavering commitments, loyalty, love and constant encouragement with your adulations and enthusiastic outpouring of affection always and, above all, for being part of this notable event. This Administration will, in all ways, continue to ensure that our journey to full security of life, property and food, economic prosperity, and political stability is not scuttled.

Freedom is guaranteed for all and life will be abundantly liveable as Baba Obafemi Awolowo and his team of worthy leaders promised our people in Owo at the 1st Conference of the Action Group on 28th April, 1951.

I thank you all for your pleasant audience.

Osun a dara!
